PSA Carried Out Audit at Oseberg C

During the period 21 March – 5 June 2012, the Petroleum Safety Authority Norway (PSA) carried out an audit of the management of risk factors related to maintenance and modification work (M&M) within insulation, surface protection and scaffolding (ISS).

The objective of the audit activity was to assess how Statoil, through the design of framework conditions and follow-up of contractors, facilitates prudent planning and implementation of ISS activities bases on an individual and overall assessment of different risk factors.

The contractors’ safeguarding of their responsibility to manage safety and the working environment was also a topic of the audit activity.

Nonconformities were identified in connection with: noise exposure; working environment and ergonomic risk factors; training and expertise

Furthermore, improvement items were identified in connection with: BIS’s safety delegate service; goals and measurement tools/KPIs; HSE consequences of framework conditions

Oseberg C lies 10 km north of the Oseberg field centre, and is an integrated accommodation, production and drilling platform with a steel jacket. Oil is produced from 18 wells. From three of the wells crude oil is sent in a multiphase pipeline to the field centre for processing.

Water is injected into three wells and gas into five wells to improve the oil recovery rate. Around 25,000 – 30,000 barrels of oil is produced from the field per day.

The oil is subject to a three-phase separation with pressure support in the reservoir from three compressors. Stabilised oil is transported to the Sture terminal via the field centre.
