PSA Carries Out Audit on Bideford Dolphin

From 16 – 18 July 2012, the Petroleum Safety Authority Norway (PSA) carried out an audit activity on board Bideford Dolphin, directed at Dolphin Drilling’s (Dolphin’s) system for prevention of acute spills.

The audit activity was carried out through document reviews, conversations and verifications on board the facility.

The audit activity was announced on 31 March 2012 and carried out during the period 16 – 18 July 2012. The audit was originally scheduled for 4 – 6 June 2012, but was postponed due to unforeseen circumstances.

The audit was based on requirements in Section 4 of the Management Regulations relating to risk reduction and Section 5 relating to barriers.

The audit included Dolphin’s system for follow-up and operation of equipment that can lead to acute spills.

Objective

The objective of the audit was to verify Dolphin’s management system related to prevention of acute spills on Bideford Dolphin.

Results

The audit identified three nonconformities and two improvement items. The nonconformities were related to deficient nonconformity processing with appurtenant risk assessment, obstacles in escape routes and deficient labelling of pipe systems. The improvement items were related to deficient drainage on the drill floor and labelling of escape routes.
